The Director Project Procurement / Supply Chain and Quality will be responsible for developing the supply chain strategy, optimization and execution for the overall Emissions Solutions business, leading and directing all facets of supply chain management including, but not limited to, purchasing, global logistics (domestic & international), supplier rationalization, inventory management, spend management, material forecasting, capacity planning and sourcing, master scheduling, contract negotiations and long term agreements, ERP implementation, low cost country sourcing, product cost reduction, continuous improvement while at the same time improve service levels, reduce operational cost, develop quality standards and ensure products, processes and manufactured goods meet the desired quality expectations of various stakeholders . Designs and executes strategies and plans to meet company’s short-term and long-term supply chain management/production control requirements.
Your Responsibilities Will Be:
- Provide hands-on tactical leadership to ensure a world class supply chain which supports forecasted sales growth, maximizes operating savings, delivers on time and below budget, meets set quality expectations, participates in product development and ensures customer satisfaction.
- Implementing global sourcing strategies including low-cost country sourcing, supplier audit and selection, negotiations, and scorecards.
- Leads procurement of subcontracted goods and services from developing RFP/RFQ, strategic supplier selection based on total cost of ownership, bid tab analysis, supplier & risk management
- Provide leadership and guidance to Procurement and QA/QC/SQE team to achieve desired goals and objectives, ensure timely procurement within budget and delivered early or on time.
- Establish metrics, goals, checks, and balances to measure and improve performance in the areas of purchasing, planning, inventory levels, and on-time delivery.
- Set a collaborative tone within the department and across the organization insisting on working in partnership to achieve results.
- Review supplier capacity and lead expansion of supplier capacity including but not limited to developing new supply sources internationally, negotiate long term capacity agreements, increasing shop capacity via added resources, multiple shifts, increased floor space etc.
- Proactively work cross-functionally with all departments to drive new product launches and ensure proper supplier and component selection.
- Improve supplier net payment terms and milestone payments to ensure positive cash flow on projects, manage subcontractor progress to meet business goals for revenue.
- Evaluate and implement new processes, systems and technology to drive improvement in products and fabrication, capacity utilization, and synchronization of supply and demand to reduce total supply chain costs and working capital while meeting service goals.
- Improve operational efficiency & quality within and outside the organization by resolving production issues, resolving NCR/CCARs, perform RCA and using lean techniques such as process mapping, line balancing, value stream mapping, manufacturing engineering, poka-yoke etc.
- Design quality network to verify products & manufacturing meet desired quality, develop supplier quality, hold suppliers accountable for Non-conforming goods, facility RCA to avoid reoccurrence.
- Develop work instructions, procedures and standards to streamline and create sustainable and reliable supply chain with adequate controls, checks and balances.
- Evaluate, manage and constantly mitigate or transfer supply chain risk for noncompliance to customer requirements, lead times, cost overruns, shortages, errors & omissions, supplier financial health, safety, environmental & industry code violations and compliance to laws and regulations of respective countries, the US and CECO’s code of conduct.
- Develop business processes which will improve overall supply chain performance while satisfying current demands and minimizing total supply chain costs.
- Build and maintain strong relationships throughout the supply chain from suppliers to customers and negotiate, implement and maintain supply contracts when deemed necessary; responsible for all purchasing activities and develop strategies to maximize customer service when supply disruptions or shortages are anticipated.
- Financially responsible for departmental budgets, material standard costs and inventory forecasts, while ensuring performance to budget.
- Ensure compliance with all Federal, State, Local and company regulations, policies and procedures for Health, Safety and Environmental compliance.
- Proven ability to analyze and plan manufacturing and supplier activity to meet customer requirements while minimizing inventory investment and total supply chain costs.

Required Qualifications:
- Bachelor’s degree in industrial engineering or supply chain management or engineering from an accredited institution.
- A master’s degree in industrial engineering, Supply Chain or Business Administration desired.
- Professional Certification in CPIM or CSCP/APICS required.
- 10+ years’ supply chain leadership experience.
- 5+ years’ experience in various supply chain functions such as sourcing, negotiations, logistics, warehouse management or procurement.
- 5+ years of experience in Lean Manufacturing, Continuous Improvement, Operational improvement
- Knowledge and / or experience in Six Sigma, Lean, Kaizen, Continuous Improvement, line balancing, cost methods, poka yoke, kanban, material handling and facility improvements.
- Financial knowledge of P&L, ROI, Invoicing & cash flow, Percentage of completion
- Knowledge of supply chain cost drivers that affect performance (lead times, inventory drivers, transportations costs, market volatility in commodities, geopolitical impacts and material and product cost drivers).
- Strong leadership, communication, decision making and interpersonal skills are required.
- Ability to manage projects and tasks in parallel.
- The ability to think strategically, but also is pragmatic and customer focused to ensure implementation effectiveness

Work Environment: This position is based at the headquarters located in Dallas, TX. Minimal physical requirements, primarily computer use, and communication via virtual platforms, are necessary. Flexibility to adapt to occasional scheduled video meetings and collaborative tasks is essential.
